About This Tool
Independent, non-partisan, and built for Washington State workers.
What Is This?
The WA Cares Fund ROI Calculator is a free, independent educational tool built to help Washington State workers understand the financial trade-offs of the WA Cares Fund long-term care payroll tax. It calculates an estimated annualized return on your contributions based on your salary, age, expected retirement age, and expected benefit claim age.
Most public discussion of the WA Cares Fund focuses on the tax rate itself — 0.58%, flat, no income cap. That framing tells you what you pay. It doesn't tell you what you get back. This tool fills that gap by letting workers model their individual return on investment — the same kind of analysis you'd perform for any other mandatory financial program.
Why This Tool Exists
The cost-benefit of the WA Cares Fund at the individual level is not well studied or discussed. The public debate tends to treat the program as universally good policy or universally bad policy. Neither characterization is useful to a specific worker trying to understand what the program means for their finances.
This tool exists because voters deserve a clear answer to a simple question: Are you a beneficiary of this program, or are you a cost?
The answer depends on your salary, your career length, when you'll need care, and whether you vest. The outcomes could be radically different.
The Uncomfortable Question
Even for lower-income workers — the group the program is explicitly designed to help — the long-term payout may be less attractive than it appears on paper. The base benefit of $36,500 sounds meaningful today, but its purchasing power depends on inflation adjustments that may not keep pace with actual long-term care costs. A worker contributing modestly for 10 years and then leaving Washington before vesting gets nothing at all.
So who's the actual winner? That's what this tool helps you figure out. The honest answer is: it depends on you. Not on your political affiliation, not on whether you think the program is good policy in the abstract, but on your specific financial profile and life trajectory.
We built this calculator so you can find out which side of that line you're on — with real numbers, not rhetoric.
Who Built This?
This calculator was built by an independent Washington State resident who wanted a clearer, more personal way to evaluate the program — the kind of analysis that was missing from public discourse. The site has no political affiliation and no financial stake in how you assess the program.
How Accurate Are the Estimates?
The calculator uses the current flat WA Cares Fund tax rate of 0.58% and the current base benefit of $36,500, both as established under Washington State law. Projections apply standard geometric wage growth and compound inflation formulas to these figures.
Results are estimates. They assume continuous employment in Washington State, a stable tax rate, and that you meet vesting requirements. Real-world outcomes may differ based on career gaps, legislative changes, relocation, or other factors.
